Putin's corrupt, kleptocratic regime would have fallen apart a long time ago under the weight of its own corruption and incompetence if it wasn't for nations like China, India and the Gulf States propping it up; in exchange for vassalizing Russia and taking its resources for pennies on the dollar.

Putin cannot, ever, use nuclear weapons, because, if he did, he would lose his palaces, his stuff, his status, his power over others and his lifestyle, which is all he cares about. And he would quite likely get vaporised in the counterstrike. His continual histrionic threats to use nuclear weapons are merely a clownish admission of impotence.

It is exactly as I described, and exactly the opposite of what you claimed. He built up a vast number of troops and equipment in 2018, all ready to go - same numbers and times as the 2021 preparation.
