Preflop: I raise, trying to steal. If it fails, I have position.
Flop: he checks, I check. I have second pair and I don't want to go too crazy with it. I don't think lower pairs would call on this rainbow board, and I don't know if 99 or TT will fold.
Turn: His bet signals an ace, but it's a min-bet. My only hope is to see a set, but for such odds, I'm going to call.
River: It doesn't help anybody. He bets, again, very small. I know I am beat, but I call only to see what he has.

On the flop your reasoning seems flawed. You really think such a player folds 77 or any 6 or any 2 on the flop if you bet ? Checking is fine, but the reason you give is incorrect.
Turn their bet can be a bit of everything, including total air or a very strong hand, you get a good price, call looks fine.
On the river, if you *know* you are beat then don't call, your winrate will suffer otherwise. Again the price is good, not the worst call ever. Don't forget even if you lose a majority of the time the call can be profitable still.
