As are US presidents, officially and formally. They can only be subject to 'impeachment', which is always political, and, since the president's party normally controls the Senate, it's a pretty worthless procedure. The United States was deliberately founded as an oligarchy, not a democracy in the modern sense, and an oligarchy is what it very much still is.

The Trump administration said he was allowed to come to the US by Biden after the withdrawal from Afghanistan.
Not that I believe much that comes from them, but it seems like it would be hard to officially backdate his arrival and if no records were changed then it should be very easy to show they're lying.

It's not completely worthless - Nixon resigned because he was about to be impeached, and the Republican Senate leadership told him he would almost certainly be convicted.
Of course even that wouldn't have meant he would go to prison; he would just have had to leave office and then he could be subject to prosecution. And I think it's likely that Ford still would have pardoned him if he hadn't left voluntarily.

My understanding is that they can be prosecuted after leaving office for things done while in office. Or at least they could have been before the SCOTUS presidential immunity decision. I've seen it claimed that he is only be immune to prosecution for official actions, and not even all of those, but with the current court I certainly think Trump would be declared immune if he started shooting people on 5th Avenue or sent a Navy Seal team to assassinate his political opponents. And his base would love him even more if he did either.

Difference today is that the Senate is devoid of character and leadership, and thus would never convict Trump. And half the country is fine with it.
