FDR lowered tariffs after Hoover enacted them and started the great depression. FDR did this because he recognized protectionism doesn't work. FDR literally used diplomacy and trade policy to rebuild international ties frayed by Smoot-Hawley.
Yeah one of FDRs major campaign themes was on the failure of broad protectionism which is hard to argue against and exactly what Trump is doing....with inflation a major concern even before the tariffs lol.

This is all well understood. We've had a secretary of state in our lifetime that would not have been eligible to be president. They would have been skipped over in a succession event. Lol at having this discussion without knowing this stuff though.
