i live in a capital city. i have many friends and family that work for the government.
if you think the government is an effective workforce, then i guess we'll just have to disagree.
are some programs they offer beneficial? of course.
are they overstaffed and systems, policies and procedures archaic? yes.
does anyone ever get fired for poor performance? no.
although overstaffed, do they tend to hire more people? yes.
you can go on thinking it's all fine and dandy and it's a top notch organization running very effectively. i'll take the other side.

because well made safety systems have redundancies that allow for safety to stay sky high even facing short term disruption.
but you need the people to maintain those structures in order for those systems to work long term, so they have to get "back soon".
IE the risk isn't linear with the absence in time of those people if the system is built appropriately.

If you're trying to cut costs and the safety is "sky high" without them there due to redundancies, then why not make this a job that only has them come in periodically, say once every 3 months?
