There’s literally no rule against forum shopping, which has been the case for ever. The closest anything has come is some jurisdictional stuff for patent cases. There is no direct mechanism for challenging it, so there will never be a SCOTUS decision on it.

But Musk and everyone else is clearly telling you the primary reason to cut DEI , USAID and so on is to give less cash in the hands of leftists, and any saving you generate with that is just extra gravy.
