The mayor himself is very progressive, so resisting a conservative federal government is consistent with his ideology. But I wouldn't be super quick to assume the electorate supports him in this instance.
The vibe shift away from progressivism that has happened in the last couple years has taken place across all demographic groups, and Just because Newark is majority black and Hispanic, doesn't mean they support progressive immigration and deportation policy per se.
But the mayor of Newark is apparently running for governor of New Jersey, so I guess we will see how well his politics are supported by the NJ population at large.
