Assad Syria comes close for 90% of syrians but it's more understandable as that 90% is not of the same ethnicity/cultural group the leader is from
and incidentally, speaking of human shields, we find out from Israeli media (I guess Hamas infiltrated Hebrew language media I dunno, ask Dun and Lucium) that they intentionally bombed a house that they knew was holding hostages which killed one.
