The explanation that I heard that makes the most sense is that they're very smart about their OOC scheduling in a way that maximizes their HCA due to Altitude.

Mountain West teams are more likely to schedule home games against the teams in the 70-150 range of Kenpom/NET rankings. When those buy games are home games you take what would be a 5-6 point edge into a 7-8 point edge due to altitude. The season long effect is that the competitive teams end up with strong resume and Analytics rankings.
