Right-wing think tanks helped promulgate a world in which there were corrupt administrative officials, that are part of a deep state.
Judicial watch filed 100's of FOIA's against the FBI, CIA, and DOJ that were bogus, but they were great talking points on right-wing media outlets.
Heritage foundation has railed against the government for decades.
Cato Institute teamed up w/ Alex Jones on deep state government surveillance.
The Federalist society has been critical of the administrative state for decades.
The Center for Security Policy has promoted the idea of hidden networks within the government, particularly in the context of national security and Islamist infiltration.
All of these and more end up talked about on right-wing media, where they expound on it even more and get deeper into the weeds. And then conservatives will launch bogus investigations citing these various conspiracies tied to the deep state, that go nowhere.

This implies that the general way that representatives were chosen was directly by the voters. In reality, that’s a very recent development. There are many situations where voters selected officials that would then appoint or select other officials. Such as… the presidency and vice presidency, the cabinet, supreme court justices, senators… like so many positions in federal government were not originally directly voted on by the voters. I have no idea why you thought that was ever the case.
Even if you look at the military the people have absolutely zero ability to vote on any of the decision makers.
