Well, yeah. He's shifting the ball. "Shifting" means moving. He moved it from his left to this right hand, thereby demonstrating control. If the rule is "two feet, plus a football move that lasts until the ref counts 'one-one thousand'" that's fine, but it's also dumb. He clearly had control of the ball.
