It's a classic misinterpretation - you worded it as "even referring to this as a war would get me 15 years in prison". So no, a regular person referring to this as a war would not get 15 years. Being a hardcore politic/blogger, whose dissemination of fake information lead to severe consequences - yes, that can lead to up to 15 years. Which I find an expected behaviour for a military time.

I remember sky news reporters in Russia being unable to refer to it as a war and had to say "what Russia insists in calling a special military operation", in order to get around it. There's no misinterpretation here, but there's plenty of spin right now. And again maximum punishment rises to 15 years. Gussy it up all you like it's still draconian and contemptible authoritarianism- and that's being kind- from Putin.
