You say draws might not bet flop but that seems like it happened here. Probably nfd or combo with pair or gutter.
Hopefully I didn't say that ... I probably said it's difficult to have _good_ draws, so those are less likely. Everyone is playing all 12 combos. of A6o so while Ah6h is possible there's 15x as many other A6, dito. Ah7h, Kh6h, Jh7h, etc. etc.
So by the time half the table checks to LJ then Qh2h/J8o or even Jh6x should see the 40bb in the middle and be thinking about how to get it before a turn comes out and everything changes.
