I suspect it's a lag with your provider. If you stream, or get satellite, sometimes the difference in moving the data around is noticeable.
Hitting a server for a relatively small amount of data is fast.

No, it's a standard delay for live tv. They don't want air some guy running on the court helicoptering his dong uninterrupted. It's noticeable in live betting apps too.
