Depends on what was aimed for. It is fully possible to hit someone in the neck while aiming at the general area of their body.

If we assume that was what aimed for and take into account that they're saying 200meters, then it is not really a very long distance for a rifle shot aimed center-mass at someone not in motion. Most people could do that after not too much instruction. Of course, we could have a discussion on stress, pulse and shaky hands, but people are different.

Now, aiming for and hitting someone specifically in the neck or head from 200m is another ballgame and would require a decent marksman. However, it would also be an odd choice for an experienced shooter trained in hitting live targets (animals or people). Aiming for extremities is a bit of a roll of the dice, since they move a lot, and even small deviations will likely mean a non-fatal shot. Center mass / upper torso is what you'd normally aim for, because it is packed full of critical organs, so even with small deviations the person on the receiving end is not going to have a good day.

It is also fully possible for a poor shooter to get lucky (or unlucky, pending on how you view the shooter's fate).
