This is btw a very very typical example of how Rice operates. He tries to avoid lying directly if he is able to,but he will cover up the truth,leaving out information,trying to hide the truth,avoid being honest about what is the truth all these kind of creative stuff.

Yes it's lying by omission, or by giving selective and misleading info. He does it all the time, thinking he is being so clever, even though a 5th grader could see through it.
