The reason this has not happened before is that it is bad idea. Soldiers are, on the average, not good at civilian law enforcement. This was a lesson learned throughout the 1800s in pretty much every western country, and was what lead to the development of the modern police force to begin with.
The Metropolitan Police in London, the world's first civilian police force, was created by Home Secretary Sir Robert Peel in 1829 precisely to avoid the need to use troops to deal with public disorder. However, many Continental countries still favoured a gendarmerie or paramilitary police and still do, sometimes alongside a supposedly civilian police.
Fourth, ignoring the legal and ethical ramification of using soldiers against your own citizenry is idiotic. Using soldiers against your own citizenry is an extreme action that should be used with extreme caution and discipline. It certainly shouldn't be done at the behest of an ailing old corrupt head of state that spends 6+ hours every day ranting about much he hates half his country. Even the people that support that idiot should consider that he won't be in office forever, and you might not like the next buffoon who sends soldiers to carry out his political whims.

My wife works for a company that provides occupational therapy and physical therapy services to home health companies. She's in charge of maybe, I dunno, 75 people. I could be off on that number but it's substantial.

also, look at the market wipeout yesterday, saw a whale open a short position on bitcoin exactly 30min before Trump's statement on new tariffs, the guy made over 200 million, and his exit timing was perfect also (shortly before Trump said he's still probably gonna meet with Xi to discuss). pure and blatant corruption from an insider or him/his family, and that was just one case i found (most likely billions more).

Yeah lawsuits settled for roughly what it would end up costing to defend them is very similar to a lawsuit settling for nearly a billion dollars. And I commented on that specifically because it was the most ridiculous and objectively absurd part of your post (and also happens to be something recently talked about in another thread so I knew the details offhand).
But to be clear the rest of your post was also nonsense right-wing propaganda portraying the situations in the cities as far worse than reality. The reality is that places like Memphis and Houston have significantly higher rates of violent crime than either Chicago or Portland (Memphis has the highest violent crime rate in the country by a large distance) but they're in Republican states so you don't see any propaganda depicting them as war zones like you do the places you're being told to fear. There is zero justification for Trump sending the National Guard to either Portland or Chicago.

Violent crime is down across Western societies because of the fall in birthrate since the 1980s. The fewer young men around, the less violent crime, as night follows day.
