Would it be fair to say that while certain very bad deeds (that often kill) done on purpose, should not be punished with death after the fact. but if you can PREVENT WITH CERTAINTY those very bad deeds by killing the upcoming practitioner, your committing murder is, while illegal, not immoral if there is no alternatives to stop it?

If someone is chasing you because you owe him money and will certainly hurt you fairly badly if he catches you, is it ok to shoot him if only that will stop him? And do you not agree that how someone answers this question is correlated to how they would answer some real-world questions? And that if you could change his mind about question one it might channge his mind about corresponding real world question?
It also makes no sense to use cold war style geopolitical analysis on the Trump administration. These are people steered by corruption, chasing clout on social media and personal ambition who also happen to be very, very stupid. They are not motivated by national or state interests.
Trump has shown an extreme personal antagonism towards the IRGC in Iran since his first term. Maybe the only thing he has been completely consistent on the last 9 years. Maduro in Venezuela (like Hezbollah in Lebanon) is an arm of their economic, paramilitary and influence network. Whether you agree going after the Maduro regime is in US best interests, it is consistent with Trump's worldview.
That being said, lets not forget Maduro is an illegitimate ruler who ignored and falsified results of a fair election he lost squarely. And all indications are the Trump administration is working with the party that actually won the election to put them back into power. Whatever Trump's personal motivations are, that doesn't mean these actions couldn't be in US interests.
Also, I think you are underestimating how important the Caribbean black fleet oil trade is to propping up Maduro's regime, and funding other anti-Western activities in the region. Unlike Iran (which has a very strong sponsor in China) the Venezuela Maduro regime needs to transport and sell its oil more than the world needs the oil.
In response to the sanctioned tanker that was flying a false flag being seized, Venezuela has started military escorts. It will be interesting to see if the Trump administration escalates or backs down.
