Can confirm, video evidence is pretty clear.
They were already stopped in the road at an angle. They backed up, stopped, turned their wheels to the right, then advanced forward with no one in front of the vehicle. They drove approximately five feet before an ICE agent standing to the side unloaded his clip into the driver side window.

I see the first (or maybe the second shot) occurring almost simultaneously with her beginning to pull forward while at the same time she was cutting her wheel to the opposite direction of the agent. While a car may be a dangerous instrumentality for criminal conduct, I don’t see anything she affirmatively did here to try to hurt anyone. It looks to me that she was shot for not obeying their command to get out of the car by an overzealous agent.
