I did know that biden had more arrests but it makes sense in my hypotosis of why they are starting to focus on the non violent ones since biden increased deportations at quite a large % over the previous years on violent immigrants. I am not too well educated in the subject but I assumed they have full police authority but are not allowed to seek them outside of enforcing immigration.

We are arguing factually inaccurate claims you are making. The only reason I am correcting them is because you are using to support your incorrect claims. The way to demonstrate that incorrect claims are incorrect is pointing out the factual errors in the supporting evidence.
