Your posts do not show a lot of understanding of U.S. government, U.S. law enforcement, or U.S. judicial procedure. It's possible that you are ignorant on these topics because you are Canadian, but I think it is more likely that you are just low-info generally.

Why donβt Trevor and Losern pledge to fix Canada first and then cross the border and fix our problem? Maybe the Northern wall can be completed before these morons try to cross.

The thread is about ICE agents demanding ID, ecriture d'adulte wrote a post about the powers of law enforcement which I found interesting. I wrote a response about the importance of how the law can't be the only thing that dictates law enforcement, but also norms. That the police can do something doesn't mean it always the right thing to do or that it isn't worrying that they do it.
I have no opinion of American-Somalis in Minnesota, nor any knowledge about them. If my post gave that impression, my apologies.
As for how you measure "low trust / high trust" you take a big sample and ask people questions related to trust as defined by your instrument (a research setup for what to ask and how to score it), either in interview or survey pending on what works best for that region.
