One of the things I respect about rurals and the low performing white Trump community is how they never blame illegal immigrants or minorities or gays or the transgender community or people on H1B visas for their problems. I figure I'd probably have a similar outcome or "short comings" if I were born into any of their particular lives, or they mine. Not saying the environment tells the whole story but it's undoubtably a significant contributor to life outcomes.
So I think we should give people or classes of people the benefit of the doubt in regard to accountability. That's not to say they can't do better on there own. Those are two separate issues because we can all do better in theory.

Why would they cooperate with ICE when they are acting illegally, terrorizing Minnesotans, and then being protected at the highest levels when they potentially murder someone? They have no constitutional or legal duty to cooperate, but the Justice Department does have a legal duty to investigate federal civil rights violations. See how there’s a symmetry breaker?
This is regardless of whether I believe in some cases cooperation is warranted. Unless they are compelled by law to do so it’s not the same situation.
