I obviously don't have any independent knowledge about the accuracy of that joint statement, but as far as I know, no one is claiming that Russia cultivated frogs in order to harvest poison for the purpose of killing people.
Back in the 1970s, someone discovered that certain South American frogs secrete a substance called epibatidine. Over the last several decades, there was a lot of research into how to synthesize epibatidine. That research was driven in part by interest in using epibatidine as a medical analgesic. As far as I can tell, it was eventually abandoned as a potential analgesic because of its toxicity. For a long time now, epibatidine has just been a highly toxic substance that can be synthesized entirely in a lab with no frogs involved.
You can choose to believe the statement or not, but choosing to disbelieve it because of the historical association with frogs makes no sense. There are a ton of substances that we now produce synthetically that were first discovered in some tropical or subtropical area in South America, including various modern pharmaceuticals.

I was making a more general observation. Almost inevitably, you seem to take Russian state media statements as truth. That's no way to form beliefs about the world, even if Russian state media sometimes tells the truth and Western governments sometimes lie.
The idea that Navalny was poisoned with epibatidine isn't absurd. It's just impossible for you or I to independently confirm or deny. There is a difference.
