t_d, I was reading an article this morning about Trump's proposal to provide a military escort to commercial ships that are willing to traverse the Strait of Hormuz.I have several questions. Most of it hinges on economy, nobody will risk sailing without insurance. If the US gets a government-sponsored solution in place, I think you will see operators that sail oil tankers through. Oil prices are good after all. For LNG carriers, I personally would rather swim.
As for escorting ships through, this will be a complicated operation. On a normal day, some 50-100 ships pass through the strait and now you have to add to that all the thousands of ships that are currently stuck. Bunching ships up in formation makes air cover easier, but also makes it richer for targets. On the flip side, keeping them spread makes it more difficult to cover.
You will also have to actively mine-sweep for floating mines and naval mines, which is not a speedy operation. Nor can you cover the traffic reactively and be where attacks are likely, since the strait is long, Iran is big and ships are slow. If the plan is to cover it proactively, by eliminating threats before attacks, you are going to need one serious air campaign. Now, escort and patrols to keep the traffic going has been done before, but that was before drones , which dramatically changes the equation. They easy to deploy, can be done by small teams and can be used in numbers that potentially exhaust the more expensive and reliable air defenses.
On the good side, you guys do have the world's most formidable navy, but the bill is going to be eye-watering.

The same principle goes here, if the insurance companies believe it enough to offer affordable rates or the US offers insurance that does the same, I think you will see oil tanker traffic pick up. As a (hypothetical) captain I would not trust it, but there are plenty of ships out there where crew opinion does not matter all that much.
To your point about decentralization, do you believe that Iranian leadership has enough control over the Iranian military (and military proxies) to uphold that sort of agreement even it has every intention of doing so?
As your question alludes to, a fallout from destroying centralized command is that you have also hypothetically limited the ability of Iran to control proxies. I think military efforts could be reigned in given a small time-window, which would hypothetically leave some belligerent proxies, but those would be a far more manageable threat.

A complicating factor is that if traffic is contingent on US guarantees alone, the IRGC and its proxies will do everything they can do show that the US can not fully protect ships, because videos and images of ships on fire or damaged will be the best propaganda they can produce. And of course, in their minds, the biggest prize would be if they could damage a US warship.
