It's absurd to say that the buildings were turned entirely to dust when we all know there was a vast quantity of solid debris besides, including damn great steel girders, which took months to clear. Of course the concrete and glass and wallboard were pulverised by the forces generated in the collapses, and the dust carpeted a large area of Manhattan, but so what?

I don't claim 'extensive military knowledge', but of course like anyone I'm aware of directed-energy weapons. The Royal Navy is proposing to fit the DragonFire laser system to the Type 45 air-defence destroyers by 2027, and the British Army is trialling a radio-frequency weapon on armoured vehicles. These are intended for use against aerial threats, mainly drones, because they represent a cheap solution (10p a shot) to a cheap menace, saving the use of expensive missiles.
But there's no indication of a weapon capable of turning large buildings instantly to dust in the present day, let alone 25 years ago. Power generation issues would make such a weapon problematic.
