I have given two sets of numbers for VFRS and BCEHS, so clearly I recognize there are two entities but I see no reference to the Ambulance Authority.

The HungDaddy account capitalizes the first letter of every sentence, something Rick almost never does (as can be seen within your post), so unless they were clever and/or pathetic enough to change their writing style, it's not the same person.
