Rice's issue with forks is that he lacks the dexterity and fine motor skills to actually use them. Even when he would go to the buffet he would take his meat shears to cut up steak and sausages into small pieces that he could then scoop up with a spoon. He does the same thing at the EDRs.
Rice once said that it is demonic to serve prawns with the shell still on. This makes sense as someone who lacks the fine motor skills to properly use a fork and knife would definitely struggle to de-shell a prawn.
