To be clear, I was looking for which government you rated as the least objectionable in principle, not the government that is least able to cause harm because of resource constraints. I don't know if you were taking the latter factor into account or not. In other words, it would be sort of a dumb question if the obvious answer was the government of the smallest, most resource constrained country on earth.
