For the portion of health outcomes that depend on you choices and actions, we can really say better and worse people (wrt health).
In a normal society that would stay a private outcome, a private problem.

Or we deny personal responsibility in full, people can eat with 5x the normal salt amount or smoke 3 packs a day and then I have to stay at home because they risk too much from respiratory diseases?
95% of fascist politics is finding people to bully. What about smokers? We can be *******s to them, right? Fat people? The elderly?
The other 5% is graphic design. It's all preschool activities for grownups, really.

Except the "private problems" you describe, ie risk factors people can control, represented only a fraction of the risk factor associated with serious COVID-19 and death. They're not the ones that caused you to "have to stay home"
