Fwiw there was about 3 millions of federal employees in 1969 and today there is around 3 millions again (even some places it’s lower) .
1969 around 203 millions citizens . (1.5% of the work force are federal )
2025 around 347 millions citizens . (0.9% of the work force are federal )

But anyway federal employees are being kicked away because they are left leaning and expected to block trump admin policies in the future if they aren't cut off, the waste is in some specific agencies that shouldn't exist at all (DoE for ex), all grants to NGOs and so on.
Also with computer and IT administrative roles should have massively increased productivity. Every years the same amount of people should do more and more. And given the role of the state *shouldn't increase*, and most of what the federal government should do doesn't depend on the american population (defense, borders), why would you expect federal employees as a percentage of the population to be a number that should be fixed?
