The fastest way to peace is reconciliation. Terrorists grow exponentially due to the compound growth of one dead terrorist person growing 3 more terrorist people.
So it’s an extremely ineffective way to end a conflict although it will help the people in charge spend tax payer money on weapons while staying in charge. In the end the common person suffers(on both sides) and the rich get richer while keeping their hands “clean”
