Chart supports the view that central Europe is riddled with institutional racism, more than Canada and the UK. US doesn't do too well either.
But for this to be meaningful you really need to compare with non-immigrants.

I don't understand why you think that data supports the view of "institutional racism" (???). I don't understand what you mean with your comment on the UK: 70% of the foreign born 25-64 in the UK have a college degree according to that chart.
I don't understand why you think it should be compared to non-immigrants. This is about "which kind of people are we importing?", and the answer is "dramatically different people depending on the country".
Btw the post-industrial economy has no place for people who aren't highly educated (unfortunately). It's almost impossible for them not to become warden of the state, ie a liability, thorought their life cycle (ie to cost more than they provide in taxes).
It's already a huge domestic political problem to deal with low education, low iq natives. The number of low education, low iq foreigners we should import is absolutely 0.
But that's just my opinion.
Facts though are that whatever finding about the effects of immigration you can have for canada and the uk, cannot be generalized to countries that import very different people. And cannot be used to claim ALL immigration is good, because it's obvious to almost anyone except some radical nativist that importing physicians is a net positive, but averaging their contribution with those who didn't complete high school is simply absurd.
It's a way to obfuscate the fact that importing the low skilled person to wash dishes in a restaurant kitchen is going to cost the country, to damage the country, even if the restaurant owner and it's customers will get a marginal benefit.
