I've definitely been one to argue that USA has a relatively unique position in the world that we have land to expand, resources in those lands to exploit, and new money to support that expansion and exploitation. We also have an incredibly welcoming infrastructure (relatively at least). We are set up to take in immigrants, implement them into the system through education and employment, and max extract through one sided taxation.
But pretty sure you think its the general quality of immigrant and not the infrastructure around them and I'd guess if you normalized for illegal immigration you'd find we get a lot of uneducated people but there is an immediate opportunity to work and/or learn here
