The range of deficit increases was always between 1.5T and 2.5T in 10 years depending on the details being hammered, but renewing TCJA was going to cost at least that, everybody knew that, everybody knew it was the main intention of congress (with trump backing), no one can claim any big surprise appeared.
We knew details about possible cuts to medicaid/food stamps were still TBD till the very last moment, as well as SALT deduction cap possible increases and some other minor stuff here and there.
