That’s the point of the penalty. The penalty is to discourage action that results in those types of hits, regardless of intention.

"Oops. I couldn't avoid it." really doesn't get you off the hook very often.

How many 15yrd penalties tonight. Back in my day Blankenship woulda destroyed him and we would have said good play..... and we liked it. We didnt have none of that cte voodoo "science"

Lurie has used turbines and solar power for years. As far as owners go, he's pretty good.
