If ELD would join Costco for $60 per year then he could take advantage of the Costco Travel rental car portal which has the cheapest rental car deals.
Then by renting a 24 hour increment of rental car, ELD would have both shelter and a way to get around in the new city. The rental car would be returned to the airport and this would be even more convenient and allow avoidance of a taxi or bus return trip to the airport.
