Every conventional source states that Hamas started the current conflict. He’s not making a lot of sense.

So Trump and his ME allies are making plans to move forward with "international forces" taking over the strip on an "interim basis". And bringing resolutions to the UN to such effect, which are generally supported by the international community.
The only problem is that Hamas completely rejects these plans, and more generally rejects the 20 point peace plan. And as long as this is the case, the plans are a complete non starter.
But the relevant parties are just kind of pretending Hamas aren't there. If Hamas is not on board at all with your plan and you dont have a plan to deal with them, than you have nothing and this is all a big waste of time.

The UN Security Council has voted in favour of Donald Trump's peace plan for Gaza, which includes deployment of international troops.
The move authorises the second phase of the US president's 20-point plan - including setting up an International Stabilisation Force (ISF) to demilitarise the territory and set up a transitional governance.
The resolution was backed by 13 countries on the Council - including the UK, France and Somalia - with none voting against the proposal. Russia and China abstained from the vote.
