I can't claim to know PLO as well as, well, most other games. However, is this a cooler per se? Q854 double suited strikes me as a middling starting hand, while playing for stacks with bottom two also seems like it's calling off a tad light by PLO standards. (I also don't remember what the stack sizes were.)
