Yeah, given pot odds in the BB and you hit a set 1/4 of the time, it seems like a good defend.
Just because it's easy to get away from postflop or you can hit a set with it doesn't make it a defend.
Any sets you flop below a set of 7's means that either you do not have top set, or if you do have top set, there can be a straight possible.
On the bubble with a short-stack every single chip is valuable, and a hand like 6644 OOP isn't going to flop well enough often enough imo to justify the defend here.
Short stacked in a tournament, you are very shallow, so set over set isn't so important. 6644 is a much worse hand in a cash game deep, and it is unusual to get good immediate pot odds in a cash game.
