Indeed, add to that the lack of ice-classed transport and auxiliary ships, lack of ice-breakers, logistics that have not trained on sustaining large scale arctic operations, and infantry that are trained for arctic operations pretty much only on paper. Right now, maybe the US can muster a few arctic battalions on a good day? Which will be great if they're ever trying to scare off Moldova from invading Nuuk.
And that is just the stuff you can see. I'll wager that stuff like underwater listening posts, submarine patrols, arctic aerial and satellite surveillance and arctic capable surveillance ships has been left to rot for the better part of four decades. To make matters worse, Russia has been mapping these capacities through hybrid attacks on subsea infrastructure over the last 5 years.
Of course, now that the Arctic has changed for the visible eye to see and reality can no longer be denied, the US is re-aligning its priorities to catch up to the nations that have already prepared. Given its enormous economy, it will likely be able to eventually do that in a decade or so.
However, right now what they are doing has to make Russia salivate. If the US makes a land-grab in the arctic and attacks a sovereign entity to do it, this will be a golden opportunity for Russia to make their aggressive land-claims in the arctic real. And a US without arctic security partners and little in the way of regional force projection won't be able to do much about that.

Anyway, if I was so inclined to do conspiracy theories about Russia I would point out that Russia’s goals are not to see a completely weak United States but rather a multipolar world order. To that end, the US destroying its last shred of international credibility and going after NATO allies is exactly what one would expect.
That motivation isn’t necessary though because Trump being stupid and evil perfectly explains his foreign policy blunders as well.

How does that negate any of that? Trump isn't serving just one person or group. He has the Christian nationalist on one side, and his Russian buddies on the other. Trump is 100% a Russian asset, but he is not just fulfilling only their wishes.
Who did Trump get all his money from, when no US banks would lend him money anymore, because he was an idiotic businessman that couldn't even do the basic, Buy, leverage and get new loans until you die model? Why do you think Russian oligarchs and Vlady lent him all that money... because he had such a proven track record of flushing it down the toilet? smh
