i mean, assuming the reports are accurate, i don't know how any coast guard of any nation would respond other than firing back if they came under fire while attempting a routine boarding
if you are boating in waters of heavy traffic there's always a good chance the coast guard is going to board and inspect - they do it a little less than 100k a year and well over half are on recreational boats - it's incredibly naive to think that it is unusual nor even a breach of conduct for a coast guard vessel to approach and board - would expect that to happen to 100% of all ships coming in from international waters and headed towards a canal entrance
it's mostly checking to see if they are up to code, no safety violations etc, but it's also to low key sniff out illegal operations - if you go out on the ocean a lot and you're not in a rural and isolated region - you very likely have been boarded at some point and if not you certainly know people who have
where i lived in maine, the fishing was terrible compared to fishing south of cape cod and the water temp is significantly colder so water sports and swimming are way worse an experience - it is not hit by the gulf stream current so it's noticeably colder so most of the fish which commute the east coast rarely go further than cape cod - it's basically sporadic stripers and mackerel coming in, we haven't had bluefish in decades and don't have any of the other staples that people regularly catch in rhode island and further south
but nevertheless, a lot of people who's main reason for getting their summer home in maine was to spend their time on the water fishing or swimming, still choise maine despite the far from ideal environment simply because so long as you are not in one of the main ports, you will never in your life come across the coast guard and half to worry about the passing a BAC or getting fined for only having 4 life jackets for 5 people - it's the wild wild west as there's zero presence - the only time you'll see the coast guard is when they have new recruits navigate the region to familiarize themselves with it - but they aren't out there to search and board vessels but rather familiarize themselves with the area in case they need to do a search and rescue in the future

If by "a lot of people" you mean more than zero..... sure. But I suspect that "being boarded" as a major factor in choosing a vacation spot is not accurate thinking.
(.....says the guy that had a beach vacation spot along with a 34' above-average-speed center console for fishing grouper, snapper etc... The port we used had a coast guard vessel that was primarily used for square grouper hunts (bales of pot). Our vessel was a standout amongst mostly shrimp trawlers and we never got stopped. And to your point rr, picking this spot had nothing to do with the chances of getting boarded; never crossed our minds)
oh, majority of the people choose it for the scenery and quiet off the grid lifestyle
but for the people who are big fisherman it's a regular topic of conversation - primarily because the fishing so bad compared to the places just a few hours south of us
