Like neither side checks the passport of people leaving their country, for instance. Sure there is a bunch of security sharing etc, but to a first order approximation if drugs are pouring over the Canadian border (1% the rate of the US, now 97% reduced from that 1% number) then that is a US problem.

our weak Canadian dollar should still entice American to buy Canadian goods .
And since our dollar already weak, it was already an hurdle to buy American .
I would have keep in reserve that move in a more opportune moment instead.

I'm guessing hushed talks have been held with other nations, so this response is likely not done in a vacuum. While the US is hellbent on spending on all its soft power for nothing, what remains is still a powerful and rich nation, which few can stand up to on their own.
There is also the signal effect. A failure to tariff back would be hailed as a win by the US government, regardless of whether this is true or not. This could greatly prolong the trade war.
