I kinda think this is results-oriented thinking. For decade after decade, Canada has had great economic ties to the US. It makes sense for geographical, economic, cultural reasons. We have free trade agreements, regularly updated, INCLUDING with the prior trump administration. So if you had to predict, having someone as insane and damaging as trump come into the US and try to attack Canada, well it is a real black swan type of event. So if you are sitting there in the year 2000 and you have the choice between economically more efficient ties with the US (that may some day be broken) or economically less efficient ties with other countries, it's quite sensible why politicians of all stripes on all sides of the border went for the former. Hard to blame them.
