The source of that statement is Hamas. Hamas has spent the last 1+ year saying things that aren't true to try to get leverage. LOL Hamas announcing they caught Israel off guard by. being so flexible, without providing any details, and Victor just accepting it at face value.
That being said, by titling the article as they did the editors of the Jerusalem Post are clearly signifying their desire to put pressure on the Israel govt. to get a deal done; regardless of whether Hamas is telling the truth or not. Which there is almost no chance is true.

B. We dont know what the conditions for these so-called concessions are.

I would love to be wrong, but I suspect there aren't enough living hostages left for Hamas to have any leverage to get a deal that would be acceptable to them. And they are completely indifferent to the suffering of the Palestinian people.
So they are just going to drag things out indefinitely hoping the geopolitical situation improves. As they are indifferent towards the Palestinian people, they have nothing to lose through this strategy.
