I'd also wager that they have health clearance requirements, certification renewal schemes or competence update requirements. That stuff is fairly bog standard for safety critical positions.

So even if we assume that there does exist ATCs under the age of 56 that could come back and undergo medical clearance and recertification, the limited amount of years left probably means that the difference between training a new ATC and bringing one out of retirement is probably negligible.

Of course, increasing recruitment might be a challenge if you are a lunatic employer who axes thousands of employees with no oversight, transparency or clear goal in mind, just because it gives you bragging rights on Twitter to millions of adoring fans. I mean, it feels less like a career-choice and more like volunteering as tribute.
