I am not sure there is much planning for the future.
They are trying to eradicate hamas doing everything they can within international constraints, then they will assess
and the scope for economic development becomes considerable, and it may be that Israel has discredited itself too badly to say 'No, we want to keep 'em down.'
Who is going to pay for this development, with Hamas still theoretically in charge holding hostages and firing rockets into Israel? I certainly would not want my government to. Seems just a matter of time Hamas would cross a line and Israel would just retaliate and destroy everything. And that is even assuming Israel allowed the development in the first place. If I was Israel I wouldn't allow any development until the status quo is changed.
Also, because of the intense antisemitic Islamist indoctrination Gaza has undergone the last 20 years by actors such as UNRWA, Hamas, Al Jazeera, etc. the Palestinians seem pretty maxed out on hate. I am not sure anything Israel does further is going to move the needle much. Humans can only contain so much hate and resentment.
If anything, the last 5 months have hopefully showed the Palestinians there will be severe consequences for further attacks on Israel, so hopefully there will be some pragmatic restraint, if nothing else.
And Israel should make it very clear that if they end up in a major engagement with Hezbollah, and the Palestianians try to open a second front from the South or East, the response will be swift, furious and decisive.

Iran decides, if Iran is financing Hezbollah to fight they fight otherwise they don't.
