There's a world of difference between defeating a country's military and mostly destroying their ability to really threaten other countries and occupying and controlling a population to the point where they can't get small arms, IEDs, and little rockets. SA is at war with Yemen right now, yet a Saudi walking around Riyadh is safer than any American walking around any US city.

As long as you don't do any of those things the murder rate per 100k people in Saudi Arabia is something like .8, making it safer than even El Salvador.

Eh, nit. 100k isn't much of a city. Lowest homicide rate for a city over 250k looks like Irvine at .72 and only it and Chula Vista are under .8.
