Both sides want to see the others die. Doctors in Israel are more than happy to treat Arabs. Not so much the other way around. Hospitals that are being used as a terrorist base should be bombed. Israel gives them plenty of opportunity to evacuate the area. Unfortunately, it's not only Israelis being held hostage in Gaza.

This is why prospects of a peaceful Palestinian state, even in a theoretical post Hamas world, are pretty much zero. Due to religious fanaticism, propaganda efforts, foreign interference, and a culture that emphasizes zero sum tribalism over state loyalty or first principles; militants will always have veto power to enact violence to achieve their own political agenda.
