I have a neighbor who is kinda like that but it's always hard to tell how much of it is just pure boredom. He's retired and lives alone, anytime we cross paths when walking dogs he just goes off on these hilarious rants and literally nobody is save. The other day he tried to explain why we would benefit from the US buying Canada. Long story short it's because we would all become Americans.......
