Wouldn't it be much more "democratic" to have all positions decided by lot? This is how we compose juries, for example, to make some of the most impactful decisions in our society.
Juries are not decided by lot. The jury pool is decided lot, which is drawn primarily from the voter registration rolls (at least in California).
The Prosecution and the Defense Team select the folks who actually end up serving on the jury from among those in the jury pool.

it would be more democratic to have all legislation voted up or down by the respective polity, with elected representatives performing more of a figurehead/champion role in crafting and negotiating proposals being floated for referendum
political participation should be constant, not biannual.
well, you would be heavily involved with your labor union and decisions being made at your workplace etc and similarly in your community with good ideas floating up through the layers in a Mass Line type deal.
so it's not like (in socialist utopia) you're just being presented with a list of up or down decisions to make, that puts all power in the hands of those who get the decisions on the ballots. you're involved constantly at every level in decisions that are currently being made for you by Capital.

But legislation is a subset of decision making.
Implementing the law is a continuous process assigned to the executive branch of govt.
